Under general direction, performs a wide range of engineering duties related to the design, organization, management and review of projects and programs within the Engineering/Public Works Department. 

 

EXAMPLES OF DUTIES 

Depending upon assignment, duties may include, but are not limited to, the following:

  • Assists/conducts plan-check review and process of plans for private developments affecting City streets, sewers, storm drains, and related public works facilities and ensures that they meet all State and local imposed requirements; administers construction contracts for street improvements, drainage and other projects, coordinate between other City departments, consultants, utility companies, and other affected parties.

  • Drafts correspondence to the public, businesses and agencies; and represents department at meetings with other agencies.  Prepares, cost estimates, and special engineering studies and reports; conducts and/or manages records, drawings, maps, and file updates;

  • Monitors and records traffic accident reports; monitors traffic flows, applies for various grants and administers various traffic related programs.

  • Acts as Project Manager for assigned capital improvement projects including management, coordination, and inspection, monitors progress of the project ensuring timely progress, construction completion procedures, and status and budget monitoring; duties may include land acquisition/right-of way.

  • Reviews draft form of plans and specifications for compliance with bidding procedures and legal requirements prior to final bid package; coordinates bidding and makes recommendations; functions as liaison between contractors and public; oversees construction.

  • Monitors statutory changes affecting Public Works and assists in the preparation of ordinance revisions to attain compliance.  Performs other duties as assigned.

 

QUALIFICATIONS AND GUIDELINES 

EDUCATION AND EXPERIENCE 

  • Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance.  Example combinations includes graduation from a four-year college or university with major course work in civil engineering with three years of professional experience.  A minimum of one year must be municipal and/or public works experience. 

 

KNOWLEDGE, SKILLS AND ABILITIES 

  • Knowledge of:  principles, practices and methods of engineering as applied to the planning, designing and construction of public works type projects; surveying, inspection procedures, stormwater monitoring, and FEMA flood plain knowledge. 

  • Ability to:  perform engineering computations, check, designs, and prepare engineering plans, specifications, cost estimates and engineering reports; to make accurate engineering computations and drawings; deal effectively with builders, engineers, architects and the general public; operate personal computers and appropriate engineering software applications including Autocad and GIS; and establish and maintain effective working relationships with representatives from other agencies, the public and City staff. 

  • Engineer-in-Training (EIT) certificate is desirable professional engineering license preferred.
